When there is a storm, repair crews will have fewer repairs to attend to and can therefore focus on restoring your power more quickly. Also, take a minute to think about the rates - if Dominion were to only increase the rates on the chosen streets instead of spreading the increase across all customers, your rate increase would not be "small" or "gradual", in which case, you would probably be whining that the other Dominion customers should have to pay since they indirectly benefit from the work. During big storms, trees constantly fall on that stretch of Sleepy Hollow Rd. between Columbia Pike to Sleepy Hollow School knocking out power for days.
