No one has any place to go. If people would stay to one side and walk instead of just hanging out it would be fine. Pick up soccer, frisbee and football games; teenagers hanging out; people have picnics and gatherings, and the trails clogged with people milling around -- they never were closed and certaintly were not just being used for exercise.
